RING 7 — THE OUTER Aethelgard's outermost ring, home to poor, criminals, unaligned, escaped slaves, outcasts. Population ~300,000. Officially open access; guards rarely enter. Tier 1 magic officially, but varies wildly. Architecture is crumbling, chaotic, and desperate. Buildings are densely packed, many abandoned or repurposed. Streets are narrow, dangerous, and poorly lit. Magical illumination is rare; most rely on torches or darkness. Shadow Market (hidden, constantly moving), Drowned Rat tavern (criminal gathering), Unaligned Underground (unaligned hideout). No legitimate markets or institutions. Life here is harsh, dangerous, and desperate. Crime is rampant; magical violence common; unaligned mages hide from Magisterium. The Magisterium ignores Ring 7 except for raids. The Outer is where Aethoria's Gilded Cage breaks down. Those who failed in rings above, those who refused patronage, those who escaped—they all end up here. The slums, the shadows, the dregs of Aethoria.
