RING 2 — THE HIGH Aethoria's ring of supreme political authority and governmental power. Population ~50,000. Residents and official business only. Tier 3-4 magic common. Architecture is imposing, magnificent, designed to intimidate. Buildings are architectural masterpieces conveying power—grand government structures, massive temples, fortified magical buildings. Wide, carefully maintained streets separate most powerful from rest of Aethoria. Entire ring warded (Tier 3) and guarded. Council Hall (imperial government), High Temple District (six major temples), Magisterium HQ (enforces Gilded Cage), Hall of Patronage (where patronage bonds are created). Residents: Extended royalty, Council members, High Priests, wealthiest nobles. The Council represents imperial authority; temples provide spiritual balance; Magisterium enforces magical control; Hall of Patronage maintains Gilded Cage. Solemn, magnificent, charged with power.
